      SYBA is a structured developmental basketball program designed to serve the needs of the community. Our charge is to provide an opportunity for youth to participate in a basketball program steeped in fundamentals in a competitive arena. Our rules are modified based on the rules that are in place at the local middle and high school levels. We modify the rules based on the skill set of each division. The rules are modified so that the coaches may effectively teach the fundamentals of basketball and allow for growth that builds on skills learned at the lower division.

       We draft teams to have 8 athletes per team to allow maximum playing time. Minimum playing times and mandatory rest periods for each division are also established. 

These are spelled out in the following pages per division. Rules committees consisting of no more than 3 persons per division along with the division director are commissioned to review rules annually and make recommendations to the board for future changes. These recommendations are submitted to the board at the May board meeting for consideration and possible implementation. 

         Protest are to be handled through the Division Director, should the division director not be available, the Athletic Director, vice president, President in that order, will handle the protest in question. The SYBA protest committee, when needed, is commissioned by the president and will make the final decision on the outcome of the protest in 24 hours. The league may impose penalties with or without a protest being filed.

Coach’s dress code will be strictly enforced. Coaches are to wear the coach’s shirt for all games, appropriate pants/shorts that are worn waist high as we expect of the athletes in game uniform.
